New data released by U.S. Citizenship and Immigration Services (USCIS) shows how the EB-5 Immigrant Investor Program is performing in Fiscal Year 2025. The third-quarter update, includes both pre-reform and post-reform EB-5 petitions for regional center and direct investors.

Overall, the data points to a strong rebound in EB-5 demand and a noticeable increase in USCIS processing activity following the implementation of the EB-5 Reform and Integrity Act (RIA).

Record I-526E Approvals in Q3 FY2025

During the third quarter of FY2025, USCIS approved 1,047 Form I-526E petitions, marking the highest number of quarterly approvals since the RIA took effect. This reflects a meaningful increase in adjudication output compared to previous years and signals growing momentum for regional center EB-5 cases. Higher approval levels are expected to support greater use of EB-5 visa numbers in the second half of FY2025, particularly in the rural and high-unemployment set-aside categories.

EB-5 Investor Demand Continues to Grow

Investor interest in the EB-5 program remains strong. In the first three quarters of FY2025 alone, USCIS received 5,089 EB-5 investor petitions, already exceeding the total number of filings received during all of FY2024.
