The EB-5 Immigrant Investor Program continues to show robust momentum in 2025, with record-setting visa issuances and increased investor interest across key markets. As of May 31, 2025, nearly 9,000 EB-5 visas have been issued through consular processing alone, setting the pace for another strong fiscal year. The data, published by Invest in the USA (IIUSA), offers a detailed view into visa usage trends, investor nationalities, category performance, and monthly issuance activity.

Record-Breaking Issuance in FY2024

FY2024 marked a historic milestone for the EB-5 program, with 14,470 visas issued—making it the highest annual total in the program’s history. Of these, approximately 81 percent were issued via consular processing and the remaining 19 percent through adjustment of status. The sharp increase in volume reflects improved adjudication speeds and enhanced demand following the reauthorization of the EB-5 Regional Center Program in 2022.

FY2025 Visa Usage to Date

As of May 31, 2025, a total of 8,969 EB-5 visas have been issued through consular processing. While this does not include domestic adjustment cases, the consular data alone indicates that there is significant movement towards processing EB-5 petitions and clearing the backlog.

Of the total issued visas:
– 8,401 fall under the Unreserved category, which includes petitions filed prior to the 2022 legislative reform.
– 568 visas were issued under the Reserved categories, which were introduced as part of the EB-5 Reform and Integrity Act of 2022.

Reserved visa categories include:
– Rural Projects: 402 visas issued
– High Unemployment Areas (HUA): 166 visas issued
– Infrastructure: 0 visas issued

Based on the above stats, it is evident that the EB-5 program has regained strength and credibility following legislative reform, with FY2024 breaking historical records and FY2025 continuing that upward trend. While demand remains strong in unreserved categories, the reserved visa segments represent untapped potential.
